Joker costume???

When all the halloween stores open go in and pick up some scar kits, theres stuff to mold your own and get some liquid latex to flesh it out a little more. Try it out at least once before halloween and put it on early and smear it so it doesn't cover completely by the time you go out. For the clothes, I'd say check thrift stores but start now because it'll take awhile to find all the pieces.
