British changing the form of government in 1774?

The British government did not change to a democracy in 1774. Are you referring to the Quebec Act in Canada in 1774? But even that did not establish a democracy in Quebec or Canada. Britain was transformed from an absolute monarchy to a parliamentary democracy over a number of years, particularly between 1640 and 1911.
